Decision Change Monitor.

Keep the change, not only the latest answer. The monitor compares decision states and identifies which new evidence, removed assumption or changed constraint moved the outcome.

Each new state is compared with the previous one. The useful output is the delta: what changed, what stayed stable and which evidence is responsible for a different decision.

Does it monitor the web itself?

No. It compares supplied states; discovery or crawling can be connected upstream.

What is a decision delta?

The smallest set of evidence or constraint changes that explains why the outcome moved.

Why store the delta?

Because a final answer alone does not explain when or why a decision became different.

The utilities share a preference for explicit inputs, visible unknowns and machine-readable output.
